Longman Park is a Traveller housing site situated on the shores of the Moray Firth, neighbouring Inverness Caledonia Thistle Stadium. The client has been successful in receiving funding from the Scottish Government to improve the living accommodation for the tenants on the site. This PIN has been created to gauge an interest of Contractors that would be interested in tendering for the works.

The Council intends to conduct an open FTS procurement procedure to select a experienced principal contractor. There will be a cost/quality evaluation.

The Council intends to publish a contract notice in the coming weeks to formally begin the selection process.

six.3) Additional information

The land at Longman Park is situated on is classed as Contaminated Land; the use of the land, pre 1980s was the local authority’s refuse centre. The Highland Council have already undertaken some enabling works on green space which including capping the contaminated land to meet current legislation. The remaining areas on Longman Park are required to have these works undertaken in a phased approach.

While the site will be tenanted for the duration of the works, tenant numbers have been reduced to ensure smooth phasing through the project, delivering and meeting the project objectives while working well with the client and tenants. We would anticipate the works being completed in up to 3 phases.

Phase One – Site works, including additional capping, road and drainage infrastructure, installation of biodisc unit, utilities and landscaping, to allow the install of 5 units and parking areas. Phased handover of these units to allow tenants to decant into new accommodation.

Phase Two – Demolition of existing 20 welfare units. Contaminated land to be capped and dressed. Site works including additional capping, road and drainage infrastructure, utilities and landscaping to allow the install of 9 units and parking areas.

Phase Three – Contaminated land to be capped and dressed. Site works, again, as Phase 2, to allow the install of 3 visiting touring bays with 3 welfare cabins. A site office and community building will be formed as part of this phase.

The proposed accommodation that will be provided for the tenants will be prefabricated and demountable.

14 units will be situated on the site, this will be a mix of 2- and 3-bedroom units. 3 touring sites will also be created with utility cabins for visiting tenants as well as a community building.

It is anticipated that the offsite construction will minimise the transitions between the civil engineering works of the phases and allow fabrication to take place in parallel to site works

The new accommodation will be built to current building standards, well insulated and reflecting current space standards

The site works will include hard standing for tourer trailers, fencing to plots, a new play area and general landscaping.
