Waltham Forest Adult Learning Service (ALS) is the council’s direct provider of employability, courses and training for adults aged 19 plus in the borough. Its mission is to raise the level of skills in the borough so that residents and beyond can access job opportunities, career goals, learn new skills, start their own business support, improve wellbeing and support their families including homework support

two.2.4) Description of the procurement

Having a management information system is necessary to enable ALS to drawdown of approximately 4.3 million of funding drawdown by completing monthly funding returns through the ILR for the GLA and the ESFA. Through monthly returns, learner eligibility is monitored through enrollment data, learner attendance and RPA (retention, pass and achievement rate), progression and our performance is bench marked against national performance. The service is required as a minimum to be an Ofsted Good provider and hold Matrix IAG (information, advice and guidance) award.

ALS currently has over 3000 learners with 6000 enrollments down on pre-COVID figures at 4000 AEB learners with over 8,000 enrollments and 2000 Community Learning Learners on 3500 enrollments. The current provider contract expires in July 2023, with no TUPE and data migration may be required as part of this project
