two.1.4) Short description
The purpose of this Flexible Framework Agreement (FFA) is to create a list of Providers who can offer high quality independent supported living services for adult with high level care and support needs.
In order to deliver this Contract, you will be required to evidence that you hold current CQC registration for the provision of Personal Care for the particular client group you are bidding for and have a proven track record of delivering similar services.
The Council is creating this FFA without restrictions to the number of Providers who can join, only that they meet all the requirements of the application process and Service Specification.
The Flexible Framework Agreement (Contract) will be an open framework for new applications every three months throughout the duration of the Contract to give Providers the opportunity to join the FFA during its life.
The Contract consists of 2 Lots:
Lot 1 - Learning Disabilities and / or Neurodevelopmental Disorders
Lot 2 - Mental Health Needs
Applicants may apply for one or both lots.
Suppliers will be required to express interest in this opportunity on the NEPO ProContract system. three.1.4) Objective rules and criteria for participation
List and brief description of rules and criteria
The Council is creating flexible framework without restrictions to the number of Providers who can join, only that they meet all the requirements of the application process and Service Specification.
The flexible framework will allow Providers to apply for one or more Lots they want to be considered for. Providers will have the opportunity to join the framework during its life. In addition, Providers appointed to the flexible framework will be able to apply for additional Lots during its life.
The flexible framework is an open opportunity and Providers may submit applications to join the flexible framework at any time over the duration of the framework. The Council will close the opportunity every 3 months and download and evaluate submitted applications. The framework will then immediately reopen for a further period of 3 months. This process will be repeated for the duration of the framework.
The first round of applications closes at 12 noon on 19 April 2024.

The flexible framework is not restricting the number of providers or the number of lots applicants can apply for. This is an open framework for providers to join at any time during its lifetime.
four.1.11) Main features of the award procedure
The application process will assess the organisation's ability to meet the Council's basic requirements, to understand as much as possible about the organisation and how they operate and to assess their ability to deliver the Service Specification. Precise details of the assessment process is set out in the Application Pack.
Applicants must pass the application process to be placed on the Flexible Framework Agreement (FFA) List. Once on the FFA List the Council will call-off contracts in line with the Framework Terms and Conditions.
