Award of contract. East Lothian Council, on behalf of East Lothian Health and Social Care Partnership, has a requirement for a suitably experienced and qualified provider to provide a community and home based support service for people with complex mental health needs. The service will provide a holistic approach to meeting the outcomes of supported people. Support will be provided, through the provision of care at home and housing support services, including personal care, 1-1 support and group support.

two.2.4) Description of the procurement
Award of contract. The Service will provide individual outcome focused support in community resources or in individual homes across East Lothian for people who are aged between 18 and 65, experiencing long term mental health problems or short term acute mental health problems. The principles underpinning the service should be to ensure a strong focus on promoting independence and self-management, exploring new models of localised, community based provision to enable people to become active citizens in their community. Providing day services that are part of the community in which they are based, as opposed to set apart from it, will reduce isolation and help to develop more fulfilled lives.
The purpose of the day service is to support people with complex mental health needs to:
- live independently
- be active citizens
- participate and contribute to our society
- maintain their dignity and human rights
- manage day to day changes in their mental health and improve their mental wellbeing.
Principles for the service:
- Based on a recovery model, enabling rights and capabilities
- Preventative and anticipatory
- Based on building relationships, both with individuals and within their community
- Delivered collaboratively
- Flexibility of service provision, responsive to how people feel on the day
- Outcome focussed
- Involvement of people with lived experiences.
Support will be provided through 1-1 contacts and group support, as appropriate to the needs of the Supported Persons’ identified needs and outcomes.
The service will require to operate flexibly across East Lothian and liaise closely with East Lothian Health and Social Care Partnership staff in Adult Social Work and Community Mental Health teams. Provision of support should be equitable across East Lothian, including for those individuals living in remote and rural areas.
The contract is for a 3 year duration with the option for the Council to extend on 2 occasions by 2 years.
