Essex County Council is working with Tendring District Council, a Waste Collection Authority, and is issuing this Prior Information Notice (PIN) as a Request for Information (RFI) to engage with the market and to gather information in order to gain a better understanding of both the capacity and appetite of the market in delivering the proposed services, and to alert the market to a future tender opportunity.

two.2.4) Description of the procurement

Tendring District Council currently has a seven plus seven year contract in place for the provision of kerbside household waste and recycling collection and street sweeping services contracts. The Street sweeping services contract, which includes the servicing of street litter and dog waste bins plus the cleaning of seafront and beach locations in the district is set to expire on the 31st December 2025. Whilst the kerbside household waste and recycling contract which currently collects waste and recycling from over 74,000 households in the district is set to expire on 31st January 2026, hence the Council are seeking to procure new arrangements.

The Council’s primary concerns/objectives are price, compliance with the Environmental Act 2021, simpler recycling requirements and the impacts of the Extended Producer Responsibility and Deposit Return Scheme, and how we can minimise our exposure to these concerns.
