two.1) Scope of the procurement

two.1.1) Title

Provision of a Backup Contractor for the Reactive Repairs & Maintenance Service

two.1.4) Short description

The portfolio of properties will consist of a mixture of houses, bungalows, blocks of flats, tower blocks and sheltered housing schemes and corporate buildings of various types, construction, and ages. The Council has a legal responsibility to maintain these properties to keep them in good working order and undertake repairs as and when they are required.

With over 10,000 properties within the Housing stock and approximately 200 corporate buildings, a requirement exists for a multi-disciplined contractor to perform a backup function to Hillingdon's Reactive Repairs and Maintenance Service department (DLO) and undertake various work orders that are required to be completed within 20 working days of issue. Complaint, legal and disrepair work will have sensitive time frames for works to be completed and these must be fully complied with.

The works will be for the following trade related areas below.

• Brick & Masonry Works

• External Works

• Concrete works (for Path repairs)

• Carpentry & Joinery

• Plasterwork & other floor, wall & Ceiling finishes

• Painting & Decorating

• Plumbing

The proposed contract will be based upon the National Housing Maintenance Forum M3NHF Schedule of Rates version 7.2, the specifications of workmanship and materials and the relevant SOR rates for each element of the required services. The rates are to include for all preliminaries, overheads, and profits. As part of their tender submission, contractors are required to tender a single Minus percentage adjustment to these rates.

The Council's annual spend on works issued to external contractors for the above service is approximately £160,000 per annum. Contractors should be aware, however, that the London Borough of Hillingdon does not provide any guarantees or assurances in respect of the annual value or volumes of work, if any, which will be procured under this proposed contract.
