Scope
Description
Transport for London is issuing a preliminary market engagement notice in relation to on-street parking and loading enforcement of the Transport for London Road Network ("TLRN"), the red route. Parking and loading enforcement is required on the TLRN to reduce congestion, improve bus reliability, and improve the safety of the network.
We are looking to engage with suppliers in relation to the provision of on-street patrols to priority locations and hotspots to prevent non-compliance with road regulations and support TfL's management of the Transport for London Road Network in accordance with our traffic management duties and the objectives of the Mayor's Transport Strategy. Activities will include civil enforcement in line with our standards, engagement with motorists and businesses, issuing of Penalty Charge Notices and reporting of faults in respect of signs and road markings on the TLRN.
As part of this process we would like to meet with potential suppliers to discuss requirements and understand how you may be able to support us. These discussions will allow us to assess market capabilities.

Engagement process description
TfL invites suppliers to participate in this Preliminary Market Engagement exercise to help shape an upcoming procurement opportunity. This is a valuable chance to engage with us early, gain insight into our requirements, and contribute your expertise.
The engagement process consists of three key steps:
1. Registering Interest - Suppliers who wish to participate should express their interest by emailing MichaelWilliams1@tfl.gov.uk . The deadline for registering interest is Friday 14th March 2025.
2. Information Sharing - Once the registration window closes, we will issue a concise, one-page requirements document to all interested suppliers. This will outline key details of the procurement and may include specific questions to help us understand market capabilities and potential approaches.
3. Follow-Up 1:1s - Based on the responses received, we will identify suppliers who align with the requirement, which includes provision of workforce for on-street parking enforcement patrols.
The supplier must have experience of providing on-street parking enforcement services in a metropolitan area. We are not interested in a technology-only solution which does not provide on-street parking enforcement patrols.
Up to three suppliers will be invited to a 1:1 one-hour MS Teams meeting planned to take place between Monday 17th to Friday 28th March 2025. The discussions will provide an opportunity for TfL to explore the market in greater depth, discuss your responses to TfL's questions, and consider the approach to overall market. Please note that generic feedback on the 1:1s will be issued to all interested suppliers.
We are exploring various options including a single contract or multiple contracts covering separate areas of London.
