Bedford Borough Council (‘the Council’) has received government funding to deliver the Holiday Activities and Food Programme (HAF) for children and young people in the Borough who are aged 5-17, are a resident of Bedford Borough and who are eligible for Income Related Free School Meals (FSM). The HAF programme will also be accessible for Looked after Children (LAC) and children of families that have no recourse to public funding within Bedford Borough.To commission multiple providers, the Authority is setting up a Pseudo Dynamic Purchasing System (ps-DPS), a process similar to that described in Regulations 34 of the Public Contracts Regulations 2015 (as amended). However, the Authority reserves the right to deviate from the formalities of the procedure given the flexibilities permitted by the regulation 74 - 77 of the Public Contract Regulations 2015 (as amended) in the conduct of procurements for the ‘Light Touch Regime’ (LTR).

For bidders who already will be delivering an activity programme as contained within the specification over any Easter, Summer, and Christmas holiday periods and are able to offer sessions free of charge to children eligible for income related Free School Meals, and subsequently recharge the cost of these sessions to the Council.

Bidders within this Lot will be expected to work with the Council to develop and commission bespoke projects which may have a slightly different delivery model from Lot 1 (e.g. family activities, residential, bespoke sporting or creative arts provision). These projects will be designed for children who are eligible for Free School Meals as well as children who are considered by the BBC as vulnerable or in need of this provision.
