This Intention to Award Notice is issued in accordance with the Health Care Services (Provider Selection Regime) Regulations 2023. The Procurement relates to the provision of Community Pain Services.
The ICB holds a contract with Connect Health for a Community Pain Service. The service consists of the following elements:
• Triage - A clinician triages all pain management referrals and, if not suitable for the community service, these are referred to secondary care via RAS and TRAQs.
• Assessment - Assessment is carried out via a multi-disciplinary approach most deemed appropriate at triage. This takes place within four (4) weeks of referral.
• Treatments and Interventions - This is a multi-disciplinary approach which may include medication management, physiotherapy, psychological therapy (including cognitive behavioural therapy (CBT)), promoting self-management techniques and a limited number of invasive interventions (in line with NICE guidelines and the NHS STW Value Based Commissioning policy).
NHS STW is satisfied that the requirements for the provision of health care services are not changing considerably, i.e., they don't meet the considerable change threshold as set out in Regulation 6(10).
The intention is to award a contract to Connect Health, the existing provider, via the Health Care Services (Provider Selection Regime) Regulations 2023, Regulation 9, Direct Award C.
The contract period shall be for a period 12-months from 1st April 2025 to 31st March 2026.
The estimated contract value is £855,187.00. During the 12-month period the ICB intends to re-design and re-commission this service.
