two.1.4) Short description

The scope of this project is to seek one or more service providers across all lots to deliver free holiday provision, enriching activities for children who receive benefits-related free school meals and other target groups, in the form of a Holiday Activities and Food Programme (HAF). Service providers will have to facilitate the delivery of Healthy Food Programme, food provided by City Wide Food programme within Hull City Council HAF service. Service providers will need to ensure staff/volunteers have appropriate food hygiene training as detailed within the specification. The Government has now confirmed a three-year programme of funding to deliver the HAF programme at the Easter, summer, and Christmas school holidays.

A blended offer specifically for young people aged 11 – 16. This should be a needs led approach based on the local knowledge of the strategic partner and involve young people in the planning process. Engage with the Youth Networks, the range of voluntary and public sector organisations and Schools to promote health & wellbeing, provide challenging activities suitable for the age group and utilise local assets including sporting and physical activities, arts, creative and cultural activities and the leisure resources.

two.2.4) Description of the procurement

A blended offer of creative and physical activities to offer primary aged pupils the opportunity to experience a range of new activities, provide a broad range of choice to children and families and support pupils in year 6 to transition into year 7. The activities must include nutrition education, raising awareness of healthy lifestyles, family activity and cover the range of sport, arts, creative and cultural activities. Providers will work alongside schools, voluntary sector organisations and Children’s Centres to support an integrated approach to delivery.

Provision of multi activity sessions in a range of locations on an outreach basis to support specific vulnerable groups and families, with locations to be agreed in discussion with the HAF Coordination Team. This may include Parks, Childrens Centres, Children’s Homes, work with Foster Carers and social work teams, children looked after, children who are electively home educated, low attendance pupils, young carers. This would be a blended offer with variable timings to meet the needs of the specific target group. Activities could have a specific theme or focus such as emotional health and wellbeing, building self-esteem, improving communication skills and confidence and reducing risk taking behaviours alongside other partner agencies.

six.3) Additional information

Lot 1 – Activity for 11–16-year-olds – Awarding a contract to a minimum of 1 provider and a maximum of 2 providers, to undertake activities in relation to 11–16-year-olds during the period of the contract.

Contracts will be awarded based on the value of grant funding applied for. For example, if the highest scoring provider has applied for the full £60k available for this Lot only one contract will be awarded. If the highest scoring provider has only applied for £30k then the second highest scoring provider will also be awarded a contract for the remainder of the funding available.

Lot 2 – Activity for 5 -11-year-olds Awarding a contract to a maximum of 3 providers, to undertake activities in relation to 5–11-year-olds during the period of the contract.

Contracts will be awarded based on the value of grant funding applied for. For example, if the highest scoring provider has applied for £60k of the funding available, one contract totalling £60k will be awarded. The second highest scorer would then be awarded a contract for the remainder of the funding available.

If the highest scoring provider has only applied for £30k then the second and third highest scoring providers will also be awarded a contract for the remainder of the funding available.

Lot 3 – Mobile, flexible provision for vulnerable / target groups - Appointing a single provider for the full term of the contract

Lot 4 – provision for CYP with Additional Needs/SEND - Appointing a single provider for the full term of the contract.

Tenderers may apply for as many Lots as they wish to however, successful providers will only be awarded a maximum of 2 contracts.

Should the Authority not receive a sufficient number of bids then the Authority reserves the right to offer all of the funding available in one lot to one provider, subject to the quality threshold being met as stated within the tender documentation.
