two.1.4) Short description

The DfE has provided all upper-tier local authorities with grant funding to deliver free holiday activities, including healthy food and enriching activities, to all children aged 5-16 in receipt of Free School Meals who wish to engage. The grant funding covers the Easter, Summer and Winter 2021 holiday periods. This procurement applies to the provision for the Summer and Winter holiday period. Children should be offered a total of 16 hours of holiday activities per week, for the equivalent of 4x weeks in the Summer and 1x week in the Winter holiday periods, comprising the following core elements:

• Healthier eating opportunities

• Physical activity

• Engaging and enriching activities which support resilience, character and wellbeing along with their wide educational attainment

• Safety and social inclusion

• Increased knowledge of health and nutrition

• Increased engagement with school and other local services

The purpose of this exercise is to gauge the level of interest in this opportunity and to help inform and shape the final design of and strategy for this tender.

London Borough of Redbridge and London Borough of Waltham Forest are seeking experienced providers, with vision to delivery All Holiday Activities Programme - Summer and Winter 2021. This will be undertaken through a Tender exercise in the next coming months.

The contract will include all aspects of DfE requirements for the Holiday Activities and Healthy Food Programme:

Providers will be expected to work across Redbridge or Waltham Forest to deliver high quality outcomes for residents of each Borough.

We are seeking to gain some market insight from providers with a track record of proven knowledge and experience in all areas of Holiday Activities and Food Programme including but not limited to from the list below:

• Thoughts on a potential lotting strategy.

• Sufficiency / length of tender period

• Mobilisation period, preferences / experience

• Opportunities and risks when tendering for new contract

• Capacity / Capability of market to undertake the service

• Impact and potential hourly range to deliver contract with London Living Wage

• Impact of Ofsted registration requirements and timescales in respect of capacity to deliver the programme.

• Any other issues that providers perceive as potentially affecting programme delivery.
