The services and works to be undertaken, hereinafter referred to as the Works, comprises of a measured term maintenance contract for:
An all-inclusive comprehensive annual gas inspection, servicing, certification & maintenance contract, with provisional associated replacement works, including boilers, CH systems and associated works, to approximately 2539 Fife Housing Employer and 55 YourPlace domestic properties, and 1 commercial office. Gas Central Heating Installations covering all labour, parts and certification to maintain fully functioning hot water & heating systems as categorised under the Right to Repair Statutory Scheme in the Employer’s tenanted properties, with quantities varying from time to time, all within Fife split across two lots; ‘East’ and ‘West’:
o The East Area covers predominantly the geographical area from Hill Of Beath to Levenmouth locations; and
o The West Area covers Dunfermline out to the West Fife villages up to Culross.
See Schedule 1, which is the Contract Area with details of addresses.
The services also include the completion of a check (Schedule 12), for every visit undertaken;
Gas safety checks to properties with gas meters but no gas appliances comprising detector operation/ functionality and temporary heating requirements;
Gas safety checks to properties with no gas meter comprising detector operation, functionality and temporary heating requirements;
Inspections, servicing and recording for all properties and office(s): the smoke, heat and CO detectors expiry dates and serial numbers; magna clean/ filter check & clean; check & record inhibitor levels; recording boiler serial numbers; recording meter types and measuring, assessing, and recording visual mould growth locations in properties.

Minimum standards to be maintained for contractors delivering the services and works include:
Gas Safe registration, relevant to the requirements of this contract, at both company and operative level; Gas Engineers delivering the services must be GasSafe registered and hold the Full Domestic ACS qualification; All operatives delivering the services must be UKATA [or equal] asbestos awareness trained; Detector installers delivering the services must be certified Aico 'Expert Installer LD2 CPD trained' or equivalent.
Company accreditation for compliance should be UKAS or equivalent accredited for BS EN ISO 9001 Quality Management, 14001 Environmental Management and 45001 Occupational Health & Safety. For micro and small SME companies, demonstrating that you have a robust and auditable system in place will suffice.
Contractors must have successfully met the assessment requirements of, and be registered with, a construction-related scheme with registered membership of Safety Schemes in Procurement (SSIP), such as CHAS, Constructionline etc. Ideally be PAS 2030 certified for requirements covering contractors installing energy efficiency measures into existing building stock under government funded schemes.
