Nature and extent of the modifications (with indication of possible earlier changes to the contract):

The contract end date is being modified by 36 months and the value is increased by £84,224.

Need for additional works, services or supplies by the original contractor/concessionaire.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

This is due to it not being economic to change contractors as it would cause significant duplication of cost to the Authority. One agent must be in control of reviews for the statutory period, and the consultant has significant knowledge of the Council's estate which is crucial for the ongoing and future appeals. Engaging a new consultant whilst appeals are ongoing would create a duplication of effort and costs. The consultant will deliver rating advice and rating appeal work for the period from 2023-2026, as well as complete any outstanding appeals for the previous period.

Please note as the contract was awarded via a call-off under a framework, the framework contract notice has been referenced earlier in this form.
