Description
UK5 - Intention to directly award a contract for the delivery of a new supported living service for Learning Disability Neurodivergent citizens x 4 with highly complex needs. The service requires a specialist provider with localised proven expertise in delivering intensive, person centred positive behavioural support that cannot be replicated through an open competitive process without risking service failure, disruption, or harm to the individuals involved.Given the immediate need to source a specialist provider for this supported living service, the current framework cannot be utilised for this procurement.
This provider has been identified as the only provider with the specialist expertise, experience, and organisational capability required to safely and effectively deliver support to the individuals in question. Key factors include:
• Extensive experience delivering high complexity supported living for learning disabled neurodivergent citizens.
• Strong existing working relationships with the local authority and proven performance in similar packages.
• Delivery of another complex supported living service within two minutes of the new location, providing operational resilience, staff continuity, and efficient support for both services.
• Established specialist workforce already trained in the relevant approaches (Active Support, Positive Behavioural Support, Risk Management), enabling safe mobilisation without delay.
