two.2.4) Description of the procurement

Imperial College Healthcare NHS Trust (the ‘Trust’) is looking to procure a commercial Development Manager (‘DM’) to help secure a Planning Permission for St Mary’s Campus.

The existing St Mary’s Hospital is one of the busiest hospitals in central London - one of four major trauma centres and a major medical teaching and research campus. A series of unsuccessful redevelopment attempts over the last 40 years have left the ageing estate in critical need of redevelopment.

Situated immediately adjacent to Paddington Station, and extending to an area of approximately 8.6 acres (3.5ha), the Site is one of the largest and best-connected development opportunities in London.

The Site will provide for a new state-of-the-art major trauma and acute teaching hospital. Alongside the new Hospital, initial feasibility studies have indicated potential for c. 50% of the Site to be released for a major mixed-use commercial development, delivering c. 1.5m - 2.5m sq ft NIA of space that will help fund the Hospital.

The DM’s role will be to work with the Trust to secure planning permission for the Site, including leading the development of the Site Masterplan, and the design proposals for the commercial elements of the scheme. The Trust will lead the detailed design of the Hospital proposal.

The Trust anticipates that the overall contract value (excluding extensions and variations) will range between £2.0m - £7.5m, but the Trust acknowledges that the contract value will be dependant upon the size of the scheme and therefore could deviate from that range.
