The Council wishes to commission an Integrated Advocacy Service for the provision
of statutory advocacy for eligible Individuals across Staffordshire.
The Council invites suppliers to tender for an integrated approach to the
coordination and delivery of a range of statutory advocacy services outlined below:
a) Independent Advocacy under the Care Act 2014;
b) Independent Advocacy for Prisoners under the Care Act 2014;
c) Independent Mental Capacity Advocacy (IMCA) including Deprivation of Liberty
Safeguards and Trained Representatives. Where the Individual has no family/friends
to represent them, an advocate and/or trained person may be appointed to be the
Rule 1.2 Representative;
d) Independent Mental Health Advocacy (IMHA); and
e) Independent Health Complaints Advocacy Service (ICAS).
In the provision of the Services, the Provider will:
a. Provide a single point of access model that promotes a triage approach to ensure
Individuals get the right advice, support and/or services required;
b. Make use of digital;
c. Recognise the benefits of strength-based and an Asset Based Approach to
improving health and wellbeing, promoting independence and building community
capacity;
d. Be strongly encouraged to develop a model that uses volunteers to fulfil some of
the roles where it is safe and appropriate to do so; it adds value to and improves the
outcomes of the Service; and provides a valuable experience to the volunteer; and
e. Target and support those with greatest need.
The tender will be procured via an open tender process.
Tenderers may submit as a provider or lead provider in the form of a consortia, or partnership arrangement or through sub-contracting arrangements with other
organisations to deliver all of the service requirements within the Service Specification.

Nature and extent of the modifications (with indication of possible earlier changes to the contract):
A contract variation was issued on the 2.4.22 which changed the awarded value to up to £2,289,368. This is due to the provision of Co-Production and Self Advocacy.
seven.2.2) Reasons for modification
Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.
Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:
The contract has been modified to allow for additional funding for the development of a Co-Production and Self-Advocacy service which commenced in April 2022.
The County Council's new Care Commissioning Strategic Delivery Plan 2022/23 identifies that there are six cross-cutting themes, across all projects in the Directorate, that set out the Directorate's ambition for transformation.
One of these projects is Co-Production which will include:
• Involving people in the design of services and understanding their experience is important to ensure that services are appropriate and good quality.
• We will strengthen arrangements for co-production, including to develop ways of measuring the people's experiences and outcomes of adult social care assessments and reviews, and to ensure that people have an opportunity to shape care services that are commissioned on their behalf.
There is a recognition that some people with specific needs will require specialist support to enable them to genuinely have an equal opportunity to express their views, share their experiences and have their voices heard. To evidence the Council's ongoing commitment to this work, as one of our priorities, genuine Co-Production needs to be embedded on an ongoing basis.
At the time of tendering for the Integrated Advocacy Service (August 2021), the new Delivery Plan and associated priorities was not in place.
This modification will need to apply to the full contract term.
