Description
Newport City Council is carrying out a over threshold procurement advertised in the FTS, via Sell2Wales, under the Competitive Flexible Procedure of The Procurement Act 2023 to implement an open framework for the Tree Consultants and Tree Surgeons framework.

Framework operation description
Dependent on the urgency and nature of works, work maybe just allocated on a direct award basis to a contractor who can respond quickest and has the necessary skill set to undertake the works.
Or
On a mini competition basis through etenderwales with a minimum of three contractors, selected on a rolling basis from the list of Approved Contractors will be invited to submit a quote based on the specification provided.
All awards will be made on lowest commercial response to specification.
Up to the Value of £5,000.00 excl of Vat
The requirement will be allocated either on a direct award basis or a mini competition via email to an appointed contractor who can provide the service in the timescales required for the skill set required. For the mini competition, award will be based on the lowest offer submitted.
Over the Value of £5,000.00 excl of Vat to £24,999.00 excl of Vat
A mini competition via email with a minimum of three contractors, selected on a rolling basis from the list of Approved Contractors, will be invited to submit a quote based on the specification provided with award being given to the lowest commercial offer submitted.
Over the Value of £25,000.00 excl of Vat
A mini competition via etenderwales with a minimum of three contractors, selected on a rolling basis from the list of Approved Contractors, who are able to provide the skillset being invited to submit a quote based on the specification provided with award being given to the lowest commercial offer submitted.

This is a pre-qualification process in order to appoint suitable experienced and qualified suppliers on to the open framework.
A Qualification envelope will need to be completed and all supporting information will need to be provided. Following approval of the qualification envelope all tenderers on Lot 1 - Tree Consultants will be required to complete a practical review/survey. A practical test will be required for all tenderers on Lot 2 - Tree Surgeons. All successful tenderers for both lots will then be appointed on to the open framework.
