Description
Boston Borough Council, South Holland District Council, and East Lindsey District Council invite tenders for the provision of security services across their respective municipal buildings and locations.
For Boston Borough Council and South Holland District Council, the requirement is for Static Guarding Services to ensure the safety and comfort of Department for Work and Pensions (DWP) staff and visitors, and to support the smooth operation of public-facing services.
For East Lindsey District Council, the contract will primarily cover security support for incidents, committee meetings, and response to fire and intruder alarms with some ad-hoc requirement for additional short term static guarding that may be identified.

Bidders may submit a tender for one, two, or all three Lots. Each lot will be evaluated independently, and three separate contracts will be awarded, one for each Council. Lot 1. Static Guarding Services for Boston Borough Council
Description
Boston Borough Council, Municipal Buildings West St, Boston PE21 8QR
There must be three Customer Care Officer's (CCO) on site at all times during the hours of 08:30 - 17:30 Monday to Friday, excluding bank holidays. There will also be a requirement for Saturday working on occasion, in which there must be two CCO's on site at all times during the hours 08:30 to 17:00. The contractor will be given at least 7 days' notice when this is required. It is estimated that Saturday working would be required roughly 12 times across each year (this figure is subject to change).

Lot 2. Static Guarding Services for South Holland District Council
Description
Lot 2 - South Holland District Council, Priory Road, Spalding, Lincolnshire, PE11 2XE
Customer Care Officers (CCOs) main duty is to ensure the safety and comfort of DWP staff and customers. DWP deliver a full range of Jobcentre services to the public.
The Council's Building Manager, will work in co-operation with the CCOs and the DWP to ensure the control and smooth operation of the DWP public area, offices and the Council's Customer Information Centre, including the supervision of the self-service PC facility.
The CCOs and their Contract Manager (employer) will report to/liaise with the Council's Building Manager who will be responsible for the day-to-day management of the contract.

Lot 3. Security Services for East Lindsey District Council
Description
East Lindsey District Council have a requirement for security provision to cover the following main ad-hoc security services:
i) Council Meetings where additional security may be required depending on the likely number of attendees and increased risks depending on the nature of the meeting being held.
ii) Incursions on ELDC land/buildings where additional attendance may be required to ensure that any trespassers leave peacefully once they have had the relevant period of legal notice served.
iii) Evening security patrols as required for any sites that may be vulnerable following any increased security risks that may be identified.
iv) Fire alarm and intruder alarm 24/7 attendance within 30 minutes of activation including keyholding services to check for confirmed activations and escalate as necessary within a suitable priority, reset alarms as required and advise building occupiers when it is safe to re-enter premises once confirmed that there are no further issues that may need to be addressed and to report back to ELDC Buildings & Property as necessary.
