The British Defence Staff United States (BDSUS), in collaboration with the Ministry of Defence (MOD) and the Foreign, Commonwealth and Development Office (FCDO), is seeking a tailored Medical and Dental Healthcare Plan to offer comprehensive healthcare services to MOD and FCDO personnel including their eligible family members residing across all 50 States and the District of Columbia in the US.

two.2.4) Description of the procurement

The British Defence Staff United States (BDSUS), in collaboration with the Ministry of Defence (MOD) and the Foreign, Commonwealth and Development Office (FCDO), is seeking a tailored Medical and Dental Healthcare Plan to offer comprehensive healthcare services to MOD and FCDO personnel including their eligible family members residing across all 50 States and the District of Columbia in the US.

The healthcare plan must offer complete customizability, enabling the managing team to determine the eligibility and extent of medical and dental coverage for each individual included. It is imperative that the plan delivers care equivalent to that available through the National Health Service (NHS) in the UK. This self-insured plan will provide an administration fee for claim processing and access to dental/medical networks, including discount benefits.

The required 'Effective Service Date' for this plan is 1st May 2026, with an initial contract duration of three years with options to extend for two additional one-year periods (making a total contract term of five years).

The aim is to conduct a single procurement and award one contract for both BDSUS and FCDO. The Authority reserves the right, at its sole discretion, to separate the requirements and conduct individual procurements and/or award separate contracts.

The Cyber Risk Assessment for this contract is High under reference RAR- 250210A17.
