Reason for not signing contract
The decision was made to bring this service in-house to be delivered by the Council's Arms Length Housing Manage Organisation, South Essex Homes (SEH). Review of current service delivery and insights from stakeholder and service user engagement highlighted the need for a model of delivery which is better integrated with wider services and can take a more coordinated and agile approach to managing need across a number of accommodation settings.
Due to the current configuration of services and proposed financial model, it is felt that directly awarding this contract to South Essex Homes is the preferred commissioning route.
SEH already manage most of the properties in which the target population resides. Awarding the contract to SEH presents opportunities for better management of the mobilisation of the new service model, greater control over delivery and the interface with wider housing management and allocation functions, and greater integration with social care.
