Scottish Borders Council is seeking to establish a multi lot, multi supplier Framework Agreement for the provision of subcontractor services. It is anticipated that SBc Contracts (the Councils Significant Trading Organisation) will be the main users of the Framework Agreement although other Council services can also access it as can The Scottish Borders Housing Association who are named participants.
The Framework Agreement will support and supplement the delivery of the Council’s in-house capital projects and the roads maintenance programme on an as and when required basis to meet service demand and where there is a need to utilise specialist contractors.

SPD (Scotland) Question 1.73.6 - Requirement - Other Economic or Financial.
Contractors will be subject to a Credit Safe check to assess the economic financial standing. Contractors are required to obtain a Credit safe rating >= 35. Contractors will be required to co-operate with the Council and may be asked to provide copies of their last 2 financial audited accounts to assist with this process.
The Council reserves the right to exclude economic operators who fail to meet this rating and reserves the right not to award a contract without liability on its part.

If contractors have no certification to satisfy the requirement they must adopt and work within the scope of the Council’s policies and procedures which will be instructed and managed by SBc Contracts management as required.
