The Welsh Government purchased Bro Tathan Airfield in the Vale of Glamorgan in 2003 from the Ministry of Defence (MOD). As part of this transaction the Welsh Government took ownership of the existing onsite private utility network. On behalf of the Welsh Ministers the MOD operate and maintain the onsite private utility network. Welsh Government and the MOD recognise the need to transition to Statutory Authority adoption of the onsite private utility network or to engage with alternative private sector Independent Distribution Network Operator (IDNO) providers in respect of the operation and maintenance of the onsite utility network. This Prior Information Notice is seeking market engagement with suitably licensed IDNO Providers.
IDNO Providers are to be consulted on the most appropriate market approach to the following possible activities at the site:
(1) Design, Build, Finance and Operate a new High Voltage Power Connection to the Welsh Government owned Bro Tathan Site to achieve 100MVA by Oct 2023 and an additional 180MVA by Oct 2024 (280MVA Total). This would include support for any easements, consenting and engagement with National Grid and any other stakeholders. The Grid connection will be a novation from an existing application to National Grid made in the name of the Welsh Government.
(2) Provision of Technical and Professional Consultancy Services to support ongoing negotiations with the Ministry of Defence (MOD) as part of their withdrawal in relation to the onsite private utility network's operation and maintenance. This support is to include engagement with Statutory Authorities to seek opportunities for adoption.
(3) Until such time that the private networks are adopted, provide ongoing maintenance of the existing private utility networks including management of commercial arrangements with onsite tenants.
(4) Undertake works to construct "Strategic Utility Corridors" within the perimeter of the Bro Tathan Site having regard to existing and proposed site uses. To include engagement with Statutory Authorities in respect of available network supply capacity.
(5) Undertake works to improve and connect the existing (and in use) onsite private networks to the new strategic utility corridors, with the objective that all utility infrastructure is capable of adoption by Statutory Authorities.
(6) All works and assessments to be compatible and to accommodate future site aspirations in respect of the generation of green energy and support WG in its aspirations for the site to become "Carbon Free in Five".

Interested Parties are invited to attend an initial Engagement Workshop at the Bro Tathan site on Monday 10th May 2020 at 10:00 where there will be the opportunity to appreciate the site context. This will be carried out strictly in accordance with Social Distancing Guidelines.
Depending on the level of market interest our intention is to offer individual appointments to allow interested parties to present their prior relevant experience and preferred market approach to manage and achieve the successful outcomes described.
