Chiltern Railways is seeking to establish a Supply Agreement for the supply of Bulk Diesel to Chiltern Railways Depots in accordance with EN 590 specifications.

The Agreement will be on Chiltern's terms and conditions. There will be no guaranteed spend or volume for the duration of the contract. The bulk diesel is to be supplied to Chiltern's four depots and sites across England.

There will be four delivery locations as follows.

1) Stourbridge Junction Depot, (DY8 1JW),

2) Aylesbury Depot, (HP21 8LG),

3) Wembley, (HA9 0HB)

4) Banbury Maintenance Depot (OX16 5AB)

Each depot/site will be treated as an independent/separate lot.

two.2.4) Description of the procurement

• Potential suppliers must be in the business of supplying bulk diesel to Train businesses across England.

• Must have their own refineries in the UK and/or have terminals that have full geographical coverage of Chiltern Railways Depots in England.

• Have the capacity and capability to supply bulk diesel that conforms to specified EN590 standards to all Chiltern Railways Depots across England. A full list of delivery locations and requirements will be provided in the later stages of the selection process.

• Have the ability to fix RTFO for a minimum of 2.5 years.

• Be able to contract for a minimum of 2.5 years and an ability to extend for an additional 2 years at Chiltern's discretion.

• Must have an existing agreement with a haulage company for bulk fuel distribution or owning a fleet of delivery vehicles.

• Have the capacity and capability to supply approximately 18,300,000 litres of bulk diesel per annum via scheduled daily and weekly deliveries to Chiltern Railways Deports in England (Details and address to be provided at later stages of the process)

• Must have all necessary licenses, accreditations, and competencies required to be able to supply Bulk Diesel with EN590.

• Must have appropriate insurance in accordance with business standards for the delivery of Bulk Diesel.

• Must have the ability to supply the volumes expected by Chiltern Railways on a daily basis to ensure the continued operation of their fleet of trains.

• Must be able to provide supporting evidence detailing the traceability and origin of the supplied Bulk Diesel.

• Must install and manage telemetry technology to efficiently manage stock levels and schedule deliveries.

Suppliers who can meet all the above requirements and who pass Chiltern Railways' supplier due diligence checks will be invited to participate in the Pre-Qualification Questionnaire (PQQ) stage via Market Dojo.

Section three. Legal, economic, financial and technical information

1) The supply contract will be on Chiltern's terms and conditions.

2) Substitutes to EN590 will NOT be accepted.

3) RTFO and margins will be fixed for at least 2.5 years.

4) Option to extend the supply contract for an additional 2 years. at Chilterns discretion.

5) Appropriate insurances should be in place in accordance with business standards for the delivery of Bulk Diesel.

6) Contract expected to start on 01 January 2026.
