Rotherham Council is seeking to procure one or more developers to undertake council-led delivery of new homes, of which 100% will be made available for council rent. The aim is to unlock opportunities to deliver much needed high-quality and affordable housing in Rotherham.

The Council are engaging in soft market testing to gain knowledge and insight from the market to inform the development of the Council's specification and other relevant information to aid a competitive procurement procedure.

two.2.4) Description of the procurement

Rotherham Council is seeking to procure one or more developers to undertake council-led delivery of new homes, of which 100% will be made available for council rent. The aim is to unlock opportunities to deliver much needed high-quality and affordable housing in Rotherham.

The Council are engaging in soft market testing to gain knowledge and insight from the market to inform the development of the Council's specification and other relevant information to aid a competitive procurement procedure. The aim of this soft market testing is to explore detailed options for the project delivery as opposed to supplier presentations.

The Council will be running soft market testing days for suppliers to come and have a detailed discussion around feasibility and options of the following areas:

- Modern Methods of Construction - A general understanding of the product(s) offered and how these can be incorporated to achieve the Council's aim of high quality, energy efficient social housing. To include an understanding of longevity, guarantees and ongoing maintenance requirements.

- Delivery Strategy - Likely to be two-stage tenders via a suitable framework with NEC4 option A and full contractor design.

- Programme Strategy - A general understanding of how the MMC product offered can save time both overall and on site compared to a traditional build.

- Estimated pricing - A general understanding of what cost economies can be achieved using the MMC product compared to a traditional build.

The soft market testing will take place in person, at locations in Rotherham, on the following dates:

7th March 2024 1.30pm-5.30pm,

12th March 2024, 9am-4.30pm,

14th March 4pm-6.30pm.
