YPO are currently working with suppliers and customers to develop a nationwide framework for HR Support Services. YPO would like to create a solution that allows Contacting Authorities to procure the services which may be required to support a HR department.
A PIN was published in December 2018, however the framework was not set up, this new PIN is to now gather current information and interest from providers who can supply HR Support Services.

two.2.4) Description of the procurement
YPO are a public sector buying organisation which creates frameworks for a variety of services and products. Public sector organisations can utilise our frameworks to meet their requirements.
YPO are seeking to undertake further supplier engagement with providers to understand the key elements of the market and the need for a nationwide framework agreement for supporting services in HR. YPO have been working with customers across the public sector and would like to understand how your organisation can deliver a variety of HR services.
HR teams across the public sector require support when delivering some of their services, we envisage that HR Support Services will incorporate any activity that a HR team would carry out. The current proposed Lot Structure is as follows (please note this is a non-exhaustive list):
• Recruiting Support – Covering areas such as attracting candidates, candidate assessment and selection, pre-employment checks and onboarding/offboarding.
• HR Management & Support – Technology systems and applications to support HR needs, strategic planning and development and advice regarding employee matters.
• Payroll Support – Payroll systems including absence management, expenses and outsourced payroll support services.

YPO will incorporate a standstill period at the point of notification of the award of the contract
is provided to all bidders. The standstill period will be for a minimum of 10 calendar days, and
provides time for unsuccessful tenderers to challenge the award decision before the contract
is entered into. The Public Contracts Regulations 2015 provide for aggrieved parties who
have been harmed or are at risk of harm by a breach of the rules to take action in the High
Court (England, Wales and Northern Ireland).
