The Client seeks a supplier to manage the delivery of a leadership programme for Local Authority Elected Members across Wales. The programme is aimed at authority elected members in senior positions, Leaders, executive members, political group leaders and Scrutiny Chair and those who aspire to senior office. Academi Wales was set up by the Welsh Government to develop the leadership potential of those who work for the Welsh public service through appropriate learning and development. It uses a range of learning interventions designed to develop people, organisations and systems. Academi Wales aims to improve the skills, knowledge and understanding of elected members through this programme, ultimately helping to deliver improved services for the citizens of Wales.
Each year Academi Wales designs, commissions and delivers a significant number of learning and development initiatives comprising a blend of short programmes, organisational change interventions, a number of iconic events, a suite of high quality publications and e-enabled development which are all focused on building the knowledge, skills and behaviours of elected members.
This previous Leadership Academy for Elected Members – Leadership Development programme pre-dating this development programme, worked to increase the leadership capacity of Welsh councils. The key objectives were to enable elected members to develop, maintain and use relationships (both internal and external) to provide effective leadership at the political, organisational and wider community levels.
This Elected Members’ leadership programme for Wales was and will continue to be designed to give elected members greater ability to shape powerful and political visions of the future and how to lead and manage complex change to improve effectiveness and efficiency. It is aimed at members in senior positions, Leaders, executive members, political group leaders and Scrutiny chairs and those who aspire to senior office.
The most recent programmes were delivered during period 2017–2020 and recognised by the Institute of Leadership and Management (ILM).
This programme needs to be designed and delivered for the period (at its maximum) 2022-2026, with the content designed to be recognised by the Institute of Leadership and Management (ILM).
For information purposes the potential value of the Contract is estimated to range between 210,000 to 226,000 GBP (exc. VAT) for the initial 3 year contract term and between 70,000 to 80,000 GBP (exc. VAT) for the extension period if used.
