two.1.4) Short description

The Greater Manchester Combined Authority are looking to create a single supplier framework agreement accessible to all GMCA authorities and associate partners, for the procurement of a platform to enable our employees and customers to utilise a first-class HR and Payroll solution that is at the forefront of our digital transformation that will be able to offer both on premise and cloud based services. The value has increased following market engagement and collaborative discussions with partner authorities to ensure it has sufficient value to allow all authorities to call off from the framework should they wish to do so. The framework will run for 4 years and services available will include;

• Software maintenance and support

• Reduce the need for manual transactions

• Provide a user-friendly experience to employees, managers and external customers

• Provide a fully digital approach that will quickly realise a return on investment

• Be flexible and responsive to be able to deal with multiple services conditions, multiple posts and payrolls.

Following soft market testing under DN560075 and consultation the estimated value has been reviewed and increased to £31,000,000 to allow access to all GMCA partners and associate partners

As this is a Framework a call off process will be required but by direct award to the successful single supplier appointed.

The estimated value over a 4 year term is be up to £31,000,000 allowing access by all GMCA authorities, authorities and partners are listed below.

As this is a Framework a call off process will be required but by direct award to the successful single supplier appointed. The estimated value over a 4 year term could be up to £31,000,000 if ultimately all GMCA authorities accessed the framework.

The prices to be offered must include for all new versions including major and minor releases and hotfixes (as distinct from maintenance releases), there will be no mandate to take a new version though with old versions continuing to be supported. The SaaS agreement will include all updates and new versions within the contract price

System will include;

• Modules Payroll, Core HR, People Development, Learning Events, Self Service , Occ Health, E slips, Dashboards, Reporting Layer, Mobile, Chatbot, GDPR

The GMCA is a partnership between the ten local authorities within the Greater Manchester area; these ten Authorities constitute the GMCA membership. In addition, to further increase partnership working, GMCA has associate partners which currently consist of local organisations from the Greater Manchester area. The GMCA members and associate partners are as follows:

GMCA Members: Bolton Council; Bury Council; Manchester City Council; Oldham Council; Rochdale Metropolitan Borough Council; Salford City Council; Stockport Metropolitan Borough Council; Tameside Metropolitan Borough Council; Trafford Council; Wigan Council.

GMCA Partners: Greater Manchester Fire and Rescue Authority; Transport for Greater Manchester; Greater Manchester Police Authority; Greater Manchester Waste Disposal Authority.

Associated Authorities Blackpool, Warrington and Blackburn

It is the intention of the Authorities to use this procurement process to establish a framework of services from the supplier. From a suppliers perspective this will offer:

Suppliers who are unsuccessful with this tender will receive no work under the contract awarded following this tender.
