two.1.4) Short description

The National Communications Data Service (NCDS) provides key services to Law Enforcement Agencies (LEAs) and Wider Public Authorities (WPAs) within the Communication Data Services area. As part of this requirement, NCDS need to have arrangements in place that supports its operations to the LEA community.

NCDS is purchasing ‘service contracts’ to facilitate the delivery of its Communications Data (CD) applications and the AWS Cloud Infrastructure in which they reside. The scope of the purchase is 2nd Level and 3rd level application support (or a DevOps solution), Application Lifecycle Maintenance (ALM) to deliver minor enhancements, and an AWS infrastructure support function.

The Authority is looking either to use an existing Government Framework to run a mini-comp, or a compliant PCR2015 route. For example a competitive Procedure with Negotiation.

two.2.4) Description of the procurement

The National Communications Data Service (NCDS) is a unit within the Office of Security and Counter Terrorism (OSCT). NCDS is responsible for providing the nominated representatives of law enforcement agencies and wider public authorities with access to retained communications data (CD) in accordance with legislation. To do this NCDS work with telecommunication operators (TOs) to enable the retention, disclosure, acquisition and use of CD. To enable this, NCDS provides a central platform between CD organisations and TOs.

The current platform has been operational since 2014 and is an invaluable tool to law enforcement and counter terrorism. The Authority is currently transitioning it's services to a Cloud Based Platform, in which the support services being procured under this procurement will provide the support arrangements.

CD is the how, when, where and who of telecommunications. This is an invaluable tool in most police investigations including serious crime, volume crime and counter terrorism and has supported saving many lives. The current platform is used by all law enforcement agencies and several other bodies and has become an important tool to enable them to achieve operational outcomes.

NCDS may decide that it requires an organisation with an innovative approach, a highly proactive mind set and the desire to constantly seek better ways of delivering success., NCDS considers that knowledge of the technological landscape in which NCDS operates is important, but that previous experience in the specific sector and indeed in working with the public sector may be less important .
