The support shall take the form of BAE Systems support to the Authority with respect to Mk167 Qatar Hawk Aircraft operations under RA 1162 air safety governance framework and UK Basing Type Airworthiness Manager (TAM). The term of the Contract will be two (2) years.

Explanation:
The UK Ministry of Defence (UK MOD) intends to award a contract to BAE Systems (Operations) Limited (BAE Systems) for the estimated value of £4,500,000 ex VAT for the in-service support of the Hawk MK 167 operations (the Contract). The support shall take the form of BAE Systems support to the Authority with respect to Mk167 Qatar Hawk Aircraft operations under RA 1162 air safety governance framework and UK Basing Type Airworthiness Manager (TAM). The term of the Contract will be two (2) years.
In accordance with regulation 4 of The Defence and Security Public Contracts (Amendment) (EU Exit) Regulations 2019 (SI 2019/697) this procurement falls to be regulated under the provisions of the Defence and Security Public Contracts Regulations 2011 as amended (in particular by SI 2019/697 and SI 2020/1450). It is considered that this Contract can be placed using the Negotiated Procedure without prior publication of a Contract Notice pursuant to Regulation 16(1)(a)(ii) of the UK Defence and Security Public Contracts Regulations 2011 for technical reasons.

To certify the aircraft, there must be adequate evidence artefacts provided by the OEM and accepted by the MAA and Type Airworthiness Authority to support the airworthiness statements. BAE Systems, as the OEM, is therefore the only supplier with the required detailed technical understanding of the aircraft and specific know-how and technical documentation necessary to be able to provide the required evidence to certify the aircraft.
