Leicester City Council wishes to appoint one specialist supplier of decorating materials and associated sundries used by qualifying Council tenants via the use of Electronic Decorating cards system.

The supplier must have retail outlets in Leicester where qualifying tenants can purchase decorating only goods using Electronic cards at beneficial rates.

two.2.4) Description of the procurement

Leicester City Council invites Tenders for the Provision of a Decorating Allowance Scheme for its Tenants. Under the current arrangement, when a property is let to a tenant and it is in need of decoration, the Authority determines what level of decorating allowance is allocated to the property. The tenant is then issued with a card that can be used to purchase decorating materials directly at our current supplier’s store. Any amounts not spent are refunded to the Authority and agreed rebate rate applies to all purchases under this scheme.

It is the Authority’s intention to change the way this scheme operates, in order to increase its overall efficiency (e.g. by reducing administrative costs).
