two.2.4) Description of the procurement

Overview• Our current Vessel Traffic Service (VTS) hardware and software was implemented in 2018. Current Definition of ScopeThis project is to replace the Vessel Traffic Service (VTS) software and associated hardware, scope comprises:• Replacing our current VTS software• Replacing all ‘end of life’ VTS workstation and server computer hardware with DHB standard Dell computers, including five-year hardware warranty.• Integrate existing sensors with new VTS Software• Remove redundant systemsThe need for this work is two-fold; (i) because of DHB’s work on ensuring compliance with NIS2 and providing ongoing VTS system reliability and availability of critical system hardware it was concluded the best way forward would be for the VTS system architecture to be simplified, and (ii) current hardware reaching ‘end of life’, necessitating replacement of PC hardware, software, and user interfaces (displays).Key requirements:• Source an appropriate replacement VTS IALA compliant software solution.• Implement the refresh and update of the VTS hardware, operating systems, and VTS software.• The implemented system must meet requirements of the NIS2 Directive.• Ongoing support will likely be required.• The work does not include replacement of Radar, CCTV, AIS, VHF system, and Radar Sensors. These will remain as is but will need to be integrated with the implemented system.Vendor Expectations:• Companies expressing an interest will be expected to have previous experience of such implementations and be able to evidence this through an upcoming PQQ followed by a tender.Next StepsThe Port of Dover intends to issue a Request for Proposal for this business.TimelineWe intend to start this project in mid to late March 2025.
