UKIB is partnering with the private sector and local government to finance a green industrial revolution and drive growth across the country. UKIB seeks to establish a Dynamic Purchasing System (‘DPS’) for the provision of expert advice.

two.2.4) Description of the procurement

It is proposed through this procurement to establish a DPS to provide a tool for the selection and appointment of independent advisors to provide expert advice and assurance .

UKIB requires expert advice and assurance services on its investment into companies relating to green transport, critical minerals, clean energy and grid, water, waste, carbon capture and storage, battery storage and gigafactories, and digital infrastructure amongst other sectors. Independent advisors will provide advice and assurance on topics including the background of the sponsor and counterparties, physical and financial suitability of the project, technology, and the market it operates in.

The outputs of the Services will predominantly be in the form of written reports and/or presentations. This will likely include the provision of red flag reviews, intended to act as initial screening tools to identify aspects of the asset or project that require detailed due diligence focus in subsequent stages, or present critical risks to the project.

The purpose of the DPS is to establish an efficient contracting route, through further competition, for the appointment of suitably qualified Members for projects requiring expert advice and assurance services in one or more Service Categories, and in respect of one or more Industry Sectors.

The relevant Service Categories and Industry Sectors are as set out in the procurement documents.

The Industry Sectors which UKIB is working in may change over time, and UKIB therefore reserves the right to add additional Industry Sectors to the DPS during the term of the DPS.

The Procurement is being undertaken through the UKIB Atamis Procurement Portal, which will also host the DPS. Further information is available at: https://atamis-3929.my.site.com/s/Welcome

Suppliers (Applicants) wishing to join the DPS must complete an on-line Selection Questionnaire (SQ). UKIB will evaluate the SQ responses and admit to the DPS all Applicants who pass the SQ assessment. Completed SQs will be evaluated to establish the Applicant’s suitability, capability, legal status, and financial standing for appointment to the individual Service Categories/Industry Sectors. The evaluation works on a Pass / Fail basis and therefore weightings are not applied. Based on the results of the evaluation, the Applicant is either accepted onto the DPS or rejected and provided with feedback in order to enable them to re-apply at a later date should they wish to do so.

Once the DPS is established, UKIB may issue invitations to tender to award individual call-off contracts for services to all those Applicants admitted to the DPS where the relevant Service Categories and/or Industry Sectors fall within their Membership Category. Any contracts awarded under the DPS will be based on the Call-Off Contract Template published with the Application Pack.
