The Council intends to award each Lot on a sole supply basis. Bidders may apply for one, or all lots as applicable. All lots could be awarded to one Contractor, should they be successful in winning all.

two.2.4) Description of the procurement

This contract is for the continued provision of Litter Bins and street recycling bins including coffee cup bins.

It is anticipated that in total number of units between the various Council Directorates who will use the contract a total of 400 litter bins per year are estimated to be required for items detailed in Lot 1.

Lot 2, street recycling bins, is a growth area and it is estimated that up to 150 recycling bins per year will be ordered going forward.

Lot 3, coffee cup bins, is also a growth area and it is estimated that up to 50 recycling bins per year will be ordered going forward.

Estimated timing for further notices to be published: The re-procurement will commence approximately 9 months prior to the expiry of this contract which will be on or around 21st August 2025, if all extension options are taken.

six.3) Additional information

The contract is for 12 months with an option to extend for 4 x 12 months. The contract will be utilised by Leeds City Council. Interested parties can download the tender documentation from www.yortender.co.uk by using the scheme ID DN530269. Requests for documentation must not be made by telephone or email. The documentation must be completed and returned no later than the deadline specified in IV.2.2. Late submissions will not be accepted.

Where necessary in order to comply with the Public Contracts Regulations 2015 this authority will incorporate a minimum 10 calendar day standstill period, at this point information on the award of the contract is communicated to Tenderers. This period allows unsuccessful tenderers to seek further briefing from the contracting authority before the contract is entered in to. Such additional information should be requested from the addressee found in 1.1. If an appeal regarding the award of a contract has not been successfully resolved the (for Public Sector) Public Contracts Regulations 2015 (SI 2015 no.102) provide for aggrieved parties who have been harmed or at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 30 days beginning with the date when the tenderer first knew or ought to have known that the grounds for starting the proceedings had arisen). Where a contract has not been entered into the court may order the setting aside of the award decision nor order the authority to amend any document and may award damages. If the contract has been entered in to the court may only award damages. Following the 10 day standstill period, if no further debriefing has been requested the court may only award damages once the contract has been entered into.
