e-PIMS, the Electronic Property Information Mapping Service is the central database of government central civil Estate properties and land. It records the precise location of property, along with information such as landlord details, lease data and usage. The contract is for provision of support, hosting and maintenance for e-PIMS. The contract was a call-off contract awarded under Crown Commercial Service's G-Cloud 13 Framework Agreement. (NB Find a Tender would not allow us to insert G-Cloud 13 ref: 2022/S 000-034940 below and instead we entered the ref for G-Cloud 12 at section iv2.1)

The Cabinet Office considers that the amendments set out in this VTN are permitted pursuant to Regulation 72(1)(b) of the Public Contracts Regulations 2015 (PCR), which permits the modification of contracts without a new procurement procedure in the following circumstances:

for additional works, services or supplies by the original contractor that have become necessary and were not included in the initial procurement, where a change of contractor-

(i) cannot be made for economic or technical reasons such as requirements of interchangeability or interoperability with existing equipment, services or installations procured under the initial procurement, and (ii) would cause significant inconvenience or substantial duplication of costs for the contracting authority, provided that any increase in price does not exceed 50% of the value of the original contract.
