seven.2) Information about modifications
seven.2.1) Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):
Tourism NI is modifying this contract in accordance with 72(1)(c),
- is a result of additional unforeseen difficulties due to the impact of Covid-19;
- it does not render the contract materially different in character from that originally
concluded; and
- does not exceed the 50% modification value threshold.
All work provided should be on the same rates as per the original contract.
seven.2.2) Reasons for modification
Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.
Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:
At the time of tender for this contract Tourism NI had estimated the value of this contract to be worth £740,000 ex VAT over a 4-year period; based on previous expenditure for the services required under this contract. However, during the course of this contract Tourism NI has delivered and number of high profile events and initiatives that were not originally anticipated or accounted for when estimating the contract value, including The Open and Taste the Island. This resulted in an increase in usage of this contract and a higher level of spend than originally anticipated, as these high profile vents required intensive PR. Also, as a result of Covid-19, Tourism NI have increased requirements for PR services to help with Industry Recovery. This was also not originally anticipated or accounted for when estimating the contract value. Additional services have become necessary and Tourism NI could not have foreseen the increased demand in services in relation to the high profile events and Covid-19. The changes required do not affect the overall nature of the contract. This contract has up to 5 months remaining before it expires, therefore Tourism NI requires a variation to the value of the contract to ensure continuity of service for the remainder of the contract period.
