CVG wishes to enter into a Measure Term Contract Agreement (MTCA) with up to 3 separate organisations/suppliers who are suitably qualified and experienced in the provision of Legal Services for the Lot & Categories detailed below. The MTCA for Legal Services will be for a 3-year period with the option to extend for 2 x single 1 year periods solely at CVG’s discretion.

Lot 1: Procurement, Construction, Acquisitions & Property Conveyancing Lot 2: Housing and Estate Management which includes Factoring

Lot 3: Governance, Financial Management and Charity

We are seeking interest from organisations that can provide all of the above Lot & Categories services to CVG, due to the nature of the services involved in this MTCA; this tender has been split into three (3) Lots to reduce any risk associated with delivery of the service with only 1 supplier. It is our intention to only appoint a minimum of two

(2) bidders for all Lots.

The supplier with the Most Economically Advantageous Tender (MEAT) will be awarded to each Lot however to mitigate any risk to the CVG, we will not appoint the same supplier to Lot 1, Lot 2 and Lot 3. It is our preference that all suppliers show interest in all 3 Lots & Categories.

A summary of the expected community benefits has been provided as follows:

CVG is committed to maximising community benefits from all its procurement activities. All contacts with a monetary value of 30,000 GBP and over covering the term of the contract will be required to support CVG’s Economic, Social and Environmental objectives to help make a difference to the local communities.

Contacts with a value of over 30,000GBP are required to achieve community points, as per the table below, for a three/five (3/5) year contract. Where an awarded contract is given the option to increase the initial term, (e.g. 3+1+1) these additional years will also require additional community benefit points. We will add the value of Lots to get the total CB value.

Community benefits participation is a mandatory part of the contract and the bidder is expected to complete in Appendix B how it plans to achieve the community benefit points. All community benefits will be administered through CVG and the progress achieved will be monitored against set targets and reported accordingly
