The Housing First Flexible Support commission aims to provide a high-quality, pilot housing first support service project to individuals who have been provided with a permanent tenancy through Housing First Programme within the Lower Nithsdale area of Dumfries & Galloway.
The aim of the service will be to reduce repeat homelessness for a small number of service users who have multiple complex needs and struggle to maintain temporary or permanent accommodation.
The support model will be first and foremost a model of support that is relationship based, unconditional and ‘portable’, and crucially, ‘person-led, not system-led’: flexing to deliver what people want or need and not what processes demand.

two.2.4) Description of the procurement
The service will be responsible for the day-to-day operations of the Pilot Housing First Support and must work cooperatively and collaboratively with the housing provider, Housing Options and Homeless Service and other key partners to provide a holistic service to those accessing the service. The Pilot project will be overseen by a multi-agency Housing First Steering Group and the Service Provider will work with and report to this group.
The service provision must adhere and show fidelity to the seven key principles of Housing First:
- People have a right to a home;
- Flexible support is provided for as long as it is needed;
- Housing and support are separated;
- Individuals have choice and control;
- An active engagement approach is used;
- The service is based on people’s strengths, goals and aspirations;
- A harm reduction approach is used.
The service will be delivered from 1st August 2021 for a period of 2 years

three.2.2) Contract performance conditions
The Service will be monitored throughout the duration of the Contract to measure the impact of the pilot project and with a view to developing a sustainable model for Housing First in Dumfries & Galloway which will meet the future needs of this client group.
The main categories of performance to be monitored will be:
- Tenancy sustainment and repeat homelessness
- Accident and Emergency Attendance
- Alcohol Related hospital admissions
- Drug misuse Related Admissions
- Harm reduction interactions .e.g. number of service users given advice on overdose prevention techniques
- Police arrests
- Offending behaviour and interactions with Justice System
The Provider should supply evidence of the progress of Service Users and will be monitored from the start of the Contract
The Provider shall work with the Housing First Steering Group to develop a suite of appropriate performance indicators to measure performance of the pilot project.
