A new contract is to be awarded to Home-Start Kirklees for the provision of a public health service for the provision of family support services. The service provides three strands of intervention:

• Direct support to families with young children

• Volunteering Development and Support

• Partnership Working

Kirklees Council are intending to award a contract to the existing service provider Home-Start Kirklees following the Provider Selection Regime (PSR) Direct Award Process C.

The contract will commence 1st April 2024 to 31st March 2025, with the option to extend for a further year to 31st March 2026. The annual value of the Contract is £286,300.00.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by 4 March 2024 (8 working days following the publication of intention to award notice). This contract has not yet formally been awarded; this notice services as an intention to award under the PSR.

The assessment panel carried out assessments against the key criteria (detailed above) using information and evidence from a range of sources, as well as their own knowledge and experience of working with the provider. Each key criteria was scored using a pre-determined scoring table (out of 5) based on the level of confidence that the assessment gave the assessment panel, of the providers ability to address all elements of the key criterion in terms of undertaking and delivering the service.

The assessment score for Home-Start Kirklees gave an acceptable level of confidence that the provider will be able to deliver the requirements of the contract.
