The Public Contracts Regulations 2015 (as amended) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern EN Standard form 02 - Contract notice 12/19 Ireland). Proceedings must be brought within 30 days from the date of knowledge (the date on which the economic operator first knew or ought to have known that grounds for starting the proceedings had arisen) unless the Court considers that there is good reason for extending the period within which proceedings may be brought, in which case the Court may extend that period up to a maximum of 3 months from the date of knowledge.

seven.2) Information about modifications

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

The reason for the extension is that the new procurement bill will potentially offer more flexibility for future Frameworks which we believe will benefit the Pensions Administration Software Framework e.g. competitive dialogue and longer Framework periods which will maximise value for money for its users. Therefore an extension has been granted for 12 months until the 20 April 2025 . Letting a short term framework until the new procurement legislation is live is not viable for the market. The re-procurement will start March/April 2024 .

This variation also includes specific terms to allow for the inclusion of ISP services to contracts let to software Providers via the Pensions Administration Software Framework to allow for alignment.

Need for additional works, services or supplies by the original contractor/concessionaire.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
