The Trust's Hospitals of the future project was included within Phase 1 of the UK Government's flagship Health Infrastructure Plan (HIP) and will be among one of the first projects to be delivered. The Trust is proposing a major redevelopment of the Leeds General Infirmary hospital site to create modern, state of the art healthcare facilities that will expand the Trust's world-class healthcare services. The new facilities will include a new children’s hospital, alongside a new adult hospital that will include a new maternity centre and other acute, ambulatory and clinical support services. The Trust is seeking to appoint an experienced and innovative healthcare focused design team. The Trust is seeking to appoint an experienced healthcare architect who shall also provide specialist health related design services in relation to town planning, fire engineering, and landscaping.

two.2.4) Description of the procurement

The new healthcare facilities are expected to be in the region of 94 000 m2 subject to design. The Trust has secured DHSC approval of an Outline Business Case (‘OBC’) and has also secured outline planning consent. The project must be complete in 2025.

The Trust is seeking to appoint an experienced and innovative healthcare architect who shall also provide specialist services relating to town planning, fire engineering and landscaping. The appointed consultant shall act as the architectural design lead as well as the lead designer for the appointed design team with reference to the design of the new healthcare facilities. Alongside other members of the design team, the consultant shall be employed directly by the Trust to develop a coordinated RIBA Stage 2 design solution prior to being novated to a contractor at approximately the conclusion to RIBA Stage 2 who shall then be responsible for the production of design/construction information and providing required services through to handover and including, where appropriate, during the Use Stage. Prior to novation the consultant shall be responsible for the delivery of a coordinated design solution to meet the requirements of the Trust’s design brief and the developed design solution. Specialist design services will be provided in relation to town planning, fire engineering and landscaping and it is expected that the architect and lead designer shall have sufficient skills and experience to fully contribute and design the new facilities to meet the Trust’s sustainability and net zero carbon agenda and digital hospital design ambition. It is expected, in accordance with the scope of services that the consultant shall also be required from time-to-time in the development of the design solution to prepare technical scopes of service and appoint other specialist consultants or survey companies.

The designer is expected to bring innovation and contribute to delivering against a challenging sustainability and net zero carbon agenda as well as supporting the Trust to meet UK Government ambition and to maximise opportunities from Designing for Manufacture and Assembly (‘DfMA’) and Modern Methods of Construction(‘MMC’) whilst further complimenting the healthcare solution. Furthermore, the role is expected to consider, contribute and support the Trust in responding to the UK Government’s vision for the creation of digital hospitals across key themes that include: infrastructure; patient and staff experience; smart buildings and Smart Enterprise Asset Management (‘SEAM’); and digital devices.
