The University intends to extend the current five year TSC agreement with Graham Asset Management Limited (T/A Graham Facilities Management) for a period of less than 12 months, anticipated to expire on 31 January 2023, as it prepares to tender (via a procedure scheduled to be advertised in Find a Tender in April 2022) for the provision of building maintenance services.

Explanation:

The University intends to award the contract extension pursuant to Regulation 32 of the Public Contracts Regulations 2015, under the Negotiated Procedure without Prior Publication.

Use of this procedure is justified under Reg. 32(2)(c), with the extension providing service continuity in the context of the Covid-19 pandemic and to allow sufficient time for the market to engage in re-tendering via a procedure scheduled to be advertised in Find a Tender in April 2022 (and following a Prior Information Notice ref. 2021/S 000-003915 published 26 February 2021).

six.3) Additional information

The University intends to enter into the contract extension after a 10 day standstill period - commencing from the date of publication of this notice - has ended.

Further to Reg. 72(1)(c) the need for the extension arises in the context of the Covid-19 pandemic, does not alter the overall nature of the contract and the increase in total contract value arising from the extension does not exceed 50% of the value of the original contract.
