All Age Gender Dysphoria service. Provide a comprehensive, high-quality client led service to all ages who identify as transgender and those questioning their sexuality or gender identity, promoting respect, dignity and equality for trans people.

It will include support for individuals who identify as lesbian, gay or bisexual. The service will be client led, delivered by experienced and trained staff, including LGBTQ+ staff with lived experience.

The service will provide support for both medical and social transitioning. Many clients accessing the service will not move forward with medical transitioning, however, this service offers an important step to provide individuals with space and time so they are equipped with all the knowledge and support to make an informed decision.

NHS Norfolk and Waveney Integrated Care Board are looking for Expressions of Interest for The All Age Gender Dysphoria service.

Working with system partners this service aims to deliver the following outcomes:


• That the population of Norfolk & Waveney will be supported to have
good mental health and wellbeing
• That the negative effects of emotional and mental health difficulties will
be reduced
• That the experience of all transitions between services is good
• That services are delivered at the right time to meet the needs of
individuals
• That practitioners working with the treatment population feel
competent and confident to identify, recognise and refer people whose
mental health difficulties would be better met by services offering
support within the ‘Getting More Help’ and ‘Getting Risk Support’
needs based
• That family members and carers feel competent and confident to
effectively support loved ones
• That the service will work in partnership with other organisations to
ensure that system resource is used effectively to improve the health
and wellbeing of individuals

These outcomes are supported by a system wide outcome framework – a logic model is in continual development and is available on request.

The service is a Schedule 3 Service and is being procured under the Light Touch Regime (LTR) of the Public Contract Regulations 2015. This notice is a Prior Information Notice under the permitted procedure for social and other specific services, as provided for in the Public Contracts Regulations 2015 - Regulation 48. In accordance with Regulation 32(b)(ii) of the Regulations, interested parties should note that the contract for the services may be awarded without further publication and interested parties should express their interest in writing by following the instructions in this document and responding to all questions accordingly. Providers will be required to respond to a series of questions which are scored on a "Pass/Fail" basis. The scoring criteria is stipulated within the question. Only providers who score a "Pass" on all "Pass/Fail" questions will be deemed compliant and capable. Where a single Provider has expressed an interest and met the requirements, the Commissioner reserves the right to direct award to that provider with no further competition. Where there is more than one Provider who has expressed an interest and scored a "Pass" on all "Pass/Fail" questions, then the Commissioner may seek to undertake a formal competitive process. Potential for contract start date to be delayed to 1st October 2023, if a competitive process is
required.
