Framework operation description
The council intends to establish a single supplier framework and a contract under the framework agreement for the supply and delivery of hot beverage ingredients for a maximum total period of four years (initial period of 01 April 2026 to 31 March 2029 with the option to extend further 12 months to 31 March 2030). The supplier must meet the conditions of participation, and offer the best value for money to the specifications in order to be awarded the contract.

Justification for not publishing a preliminary market engagement notice
A preliminary market engagement notice was not published because the council already held sufficient knowledge of the market and supplier landscape to proceed confidently with the procurement. Additional early engagement was not considered necessary or proportionate, and the required timelines necessitated progressing directly to the formal tender stage.
