Surrey County Council has an established Dynamic Purchasing System (DPS) (Proactis RFX1000193) in place for delivering Short Breaks services for children and young people who have additional needs and disabilities. This DPS is always open for new organisations to apply against.

This PIN notice is to specifically advise of the following;

• To invite experienced and innovative providers that deliver Play and Leisure Complex Health Needs services to apply onto LOT 3 of the current DPS. Please note that if your organisation wants to be part of the Mini-Competition mentioned below the deadline for applications to get onto the DPS is the 22 March 2023 at 12 noon.

and

• To inform potential providers that Surrey County Council will be running a specific Mini-Competition for Lot 3 at the beginning of April 2023. The Mini-Competition will be open to providers who are registered against Lot 3 only. Please make sure that if you want to apply for Lot 3 Mini – Competition you will select this on ‘Appendix 12 Lot selection and property details’. It’s important as mentioned above that if your organisation wants to be part of this Mini-Competition all applications for acceptance onto the DPS must be submitted before the deadline of 22nd March 2023.

Please note that irrespective of the opportunity above for Lot 3, new providers can apply to and join onto this DPS (Lots 1 to 8) at any time which can be accessed via the Council's Procurement system. This DPS runs until 31st March 2030.

Surrey County Council has an established Dynamic Purchasing System (DPS) for Short Breaks. The Council is commissioning a range of Short Breaks services to support CYP and their families with a wide range of types and levels of need.

In preparation for this opportunity, the Council encourage new providers to apply now for this DPS contract, available through the Council's Procurement system. This DPS runs until 31st March 2030.

two.2.14) Additional information

Lot 3 of the Short Breaks DPS includes services specifically for children and young people with complex health needs who are unlikely to be able to access other Short Breaks Services. Because a relatively small number of CYP in Surrey have these needs, the volume of provision under this Lot is relatively small. Those CYP require extra support and care when using or accessing Services or activities. Some depend on a technological device to make sure they have the best level of health possible. They may need regular and complex care for substantial parts of the day and night (such as tube feeding, ventilation, catheterisation or suctioning) or they may need a clinical procedure to be carried out in an emergency (such as administering of a rescue medication for a seizure or for anaphylactic shock). Some children and young people with complex health needs also have other impairments or disabilities, such as severe learning disabilities, physical impairments or sensory impairments.

We envisage that services under this Lot 3 will accommodate children and young people from across the 0-18 age group, and can include, for example, recreational, social and play activities, outdoor activities, and other experiences. It is anticipated that children and young people accessing these services will need 1:1 or 2:1 support.
