The Open University have awarded a new contract to the current security maintenance partner covering the installation and maintenance, on a nationwide basis, including Ireland, of Access Control, CCTV, Intruder Alarms, Intercoms, Control Room Monitoring Equipment and the integration of these into a single platform with links to the University's IT system. This includes external monitoring of intruder alarms.

two.2.4) Description of the procurement

The Open University has awarded a new contract to the current security maintenance partner which covers the installation and maintenance, on a nationwide basis, including Ireland, of Access Control, CCTV, Intruder Alarms, Intercoms, Control Room Monitoring Equipment and the integration of these into a single platform with links to the University's IT system. This includes external monitoring of intruder alarms. The system covers all OU sites and comprises 834 card readers, 391 CCTV cameras, 37 intruder alarms and 18 intercoms. The system is utilised to produce all of the ID cards for staff, PGR students and contractors.

The main access control system is Maxxess and is the backbone of all of the systems, forming the integration link that permits monitoring and responses to all of the electronic security systems. The Maxxess system also permits access to the data on the card holders that is utilised across all OU locations for the use of printers and scanners and the Library barcode system for logging books in and out. The system has been in place for more than 15 years and has been regularly upgraded to the latest software and firmware.

Explanation:

The University committed to its current access control system over 15 years ago. This system has expanded over the years covering all of its sites with one card allowing access to all areas. There are many hundreds of card readers and an in-built link with our IT systems to allow the verification of printing and scanning across all of the University's multifunctional devices and use of Library booking system.

The current system is Maxxess. The approved list of partners that Maxxess will supply equipment to has differing levels of accreditation which ranks them in terms of experience and knowledge on the product.

The current supplier has 15 years plus experience with the Open University (OU) to provide and deal with highly complex large networked systems, working to a Platinum accreditation on a Maxxess system with nationwide capability. Key elements that a platinum accredited supplier possesses are:

• Advanced System engineering solution Course

• Advanced System conversion from Lenel to Maxxess software Course

• Advanced System Management and Database management Course

• Advanced System Integration and SQL management Course

• Partner provides annual documentation of at least five end customers with complete solutions specification

These elements are essential for the ongoing development and maintenance of the OU's electronic security systems.

To change out the access control system and all of the links it has to other security systems and the wider IT systems would require a large investment and would be directly opposed to the University's sustainability programme. In addition to the Maxxess element of the security systems the other core parts (CCTV, intruder alarms and intercoms) are all linked on a complex network forming part of the OU network. These again are specialist skills that the current supplier has demonstrated over many years that they continue to possess and enhance working as partners with the OU.
