The overall aim of the Virtual Ward and Clinical Outpatients Services Framework Agreement is to provide responsive and time limited support to individuals who are medically fit to receive treatment outside of an Acute hospital by providing defined clinical services and/or advice/information/signposting to inform a care pathway which enables patients to safely resettle at home and promote independent and choice.

The service provider will facilitate appropriate interventions and provide pharmacy treatments at home or at outpatient clinics close to home. This will promote independence and reduce the likelihood of hospital readmission or long term care. The interventions will be prompt and provide access to services which enable timely discharge or admission avoidance.

Definition of Activity/ Services:

Personalised support service augmenting NHS clinic outpatient care to improve medicines adherence, patient activation / experience and clinical outcomes. To facilitate delivery of patient pathway from initial presentation to information, advice or treatment whilst avoiding any further delays to patients. To provide the relevant clinical or non-clinical staff, where appropriate, to perform clinical and support activities including administration, diagnostics and further therapies. Work closely with Participating Authorities to foster a positive working relationship with the goal being to maximise the effectiveness of appropriate evidence-based care.

This procurement is at the pre-tender stage. The purpose of the PIN is to engage suppliers to understand market capability and capacity to deliver the requirements. This notice is for information only and the Contracting Authority reserves the right to not proceed to tender. The information contained in this notice, including information relating to the nature and scope of the Authority's requirements, the service classification of this requirement, Lot information or the CPV code(s), is only indicative of current thinking and is neither exhaustive nor binding and the Authority reserves the right at its absolute discretion to amend it at the time of issue of any further notice or notices or at any other time. The publication of this notice in no way obliges the Authority to commence any competitive tender process. The Authority is not and shall not be liable for any costs incurred by those expressing an interest in participating in this opportunity. The Contracting Authority intends to use an eTendering system in this procurement exercise.

The resulting Framework Agreement will be for the East of England NHS Collaborative Procurement Hub (EoECPH) members, as well as any additional new members to this organisations throughout the duration of any upcoming framework. Subject to successful application for associate membership this Framework Agreement will include, and be for the benefit of any publicly funded (both wholly and partially funded) entity in the United Kingdom, including Northern Ireland, Scotland, Wales and England. This will include, but is not limited to: acute, ambulance, mental health, clinical commissioning groups, health and care trusts, area teams, local authorities, social enterprises, private providers delivering an NHS Commissioned Service and Special Health Authorities, HSC in Northern Ireland, NHS Scotland and NHS Wales, including any successor or emerging organisations, which will include but is not limited to the emerging landscape of combined health and social care commissioners and providers. This will include any statutory and other successor organisations to any of the foregoing.

As part of its pre-tender strategy, East of England Collaborative Procurement Hub would also like to engage with suppliers of these products/services via a Request for Information (RFI). If you would like to more information please register your expression of interest by emailing pharmacy@eoecph.nhs.uk - procurement lead Jocelyn Bale. The RFI and supporting documentation will then be sent via email.

Interested parties will then have 4 weeks from the dispatch of this notice to complete and return the RFI. The Authority is seeking expressions of interest and any comments on the information presented in the supporting documentation by 16/04/2021. It is anticipated that further meetings will then be arranged with suppliers to continue to develop market intelligence and refine the scope.
