two.2.4) Description of the procurement

The successful Provider will deliver Tier 4 Inpatient Services at Parkview Clinic in Moseley, Birmingham. The service is currently provided by Birmingham Women’s and Children’s NHS Foundation Trust. The facility covers the age range of 13 -18-year-olds and consists of 3 co-located wards that collectively support the needs of the Children and Young People in the West Midlands. There has recently been significant capital investment into the facility recently and the Commissioners intend to award a contract for the following three service lines to be delivered from Parkview Clinic:

• Ashfield Ward – 8 CAMHS Low Secure inpatient beds
• Heathlands Ward – 14 CAMHS General Adolescent inpatient beds
• Irwin Ward – 12 CAMHS Eating Disorder inpatient beds

As a result of this Competitive Process, a contract will be awarded to the successful Provider for a period of 3 years (01 April 2026 to 31 March 2029). The Commissioners may opt to extend the contract term by a further 3 years (01 April 2029 to 31 March 2032). This is an existing service. The successful provider is a new provider. It is anticipated that the service provision resulting from this Competitive Process will have a total value of £63,005,822 over 6 years, which includes any exercise contract extensions.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The publication of this notice marks the start of the standstill period.
