Thanet District Council is seeking to engage with the market to help inform its procurement exercise for one of the Margate Town Deal projects; a new Skatepark facility. The Council will be looking to tender the design and build of the skatepark and building(s) and is seeking responses from the market to a number of questions.

Through this Questionnaire, we are seeking to engage with:

Contractors who have experience of designing and building skateparks in challenging marine / coastal environments

Contractors who have experience of delivering significant new skatepark builds with ancillary buildings and facilities (toilets / lighting / creating safe environments / equality for all)

Consultants who have a proven track record of advising Clients who are developing skatepark facilities

The Council’s expectation is that this opportunity may suit specialist contractors with the experience, track record, capability and capacity to deliver a skatepark new build of this scale and complexity. We are seeking contractors with experience in undertaking consultations and engagement activity to ensure the proposed design meets with local aspirations, has a degree of challenge to suit all levels, will achieve planning approval and can be delivered within the project budget and timescales (operational by summer 2026).

The Council has set out more details and information about this design and build skatepark opportunity within an accompanying Prospectus. These details include the site boundary, details of statutory services, surveys and investigations undertaken.

The Council would be grateful if participants could complete a short questionnaire to help inform our understanding of the market and indicate that this opportunity would be of interest to you/your organisation. This is not a call for competition. The issuing of this document and the carrying out of this early market engagement does not commit the Council to commence any related procurement process.

For this Prior Information Notice (PIN), the deadline for Soft Market Testing responses is 14.00 hours, 21 March 2024.

Please note, this Prior Information Notice (PIN) is for a soft market testing exercise and does constitute a call for competition to procure any services from Thanet District Council.

The information contained in this PIN and the documents made available are indicative only at this stage and subject to change.

Please also note, as this is purely for a soft market testing exercise to be undertaken, Thanet District Council is not bound to accept any proposals offered by interested parties, or liable for any costs incurred by any party participating in this soft market testing exercise.

A response to this PIN does also not guarantee an expression of interest to participate in any future procurement process that Thanet District Council may advertise.

Thanet District Council reserves the right not to commence any procurement or award any contract in respect of this notice.

Thanet District Council is yet to assign a value to the proposed estimated value for this project due to an aspiration for further match funding, however an indicative budget has been provided.

Thanet District Council are not arranging site visits as the development is currently in the feasibility / design development stage and construction works are not due to be completed until (Summer 2026). The site is fenced to prevent unauthorised access to the area but the site is visible from the public rights of way.

The value of the project is not finalised but there is an initial funding allocation. There are aspirations to obtain further funding or grant opportunities to enhance the scope or scale of the proposed skatepark facilities.
