two.2.4) Description of the procurement
The Council requires consultancy services (or co-developer) to assist the Council with the development, design, project management and supervision of the delivery of a potential solar farm in Grazeley.The proposed site at Bloomfield Hatch Farm, Grazeley RG7 3AD, consists of 3 fields spread over 74 acres of Council owned arable farmland. The completed scheme will deliver a 16MWp solar farm providing an average of 15,000MW pa over proscribed predicted 30 year life span of the project.The expected outcome of the project is for the co-developer to see through management of the project until completion. West Berkshire District Council wish to construct and invest in a 16MWp solar farm located on c74 acres of the Council’s land as detailed in Annex A (The Project).The Council requires a Developer to provide all of the professional services required for the delivery of the Project and to enter into an agreement with the Council which has the following primary objectives;• The appointment of a professional solar farm Developer who will work with and bolster the Council’s own internal procurement and project teams.• De-risking of the project development and construction phases for the Council by sharing the risk and reward with the appointed Developer.• The use of the Developer to obtain all the necessary planning and utility consents to enable the Project to be built.• Following the receipt of the necessary consents, the use of the Developer to support procurement of suitable construction Contractors.• The use of the Developer to provide project management services throughout the construction and commissioning phase.
