two.2.4) Description of the procurement

The new Velindre Cancer Centre Project (nVCC) is of national importance in improving the quality of cancer services and outcomes to patients at a local, regional and national level. The nVCC project is currently in the construction phase, and the Trust has received recommendations to appoint a Senior Responsible Officer (SRO) for the duration of the project in accordance with best practice set out by the Infrastructure Projects Authority (IPA): Project Delivery: Guidance (2023).

The Trust is contracting for a service to deliver the requirements of the nVCC Senior Responsible Officer role. The main services/outputs required are:

-Providing assurance to the Trust Board on the nVCC Project delivery.

-Supporting the Project Director in the implementation of the project.

-Holding the nVCC Project Director to account for successful project delivery (on time; to cost and quality).

Provides Oversight and assurance:

-Effectively chairs the nVCC project board and makes decisions regarding the future of the project while considering changes to the overall political, social, environmental or technological context and prevailing risk.

-Ensures corrective and preventative actions are taken as needed.

-Ensures the solution fulfils government policy (MiM) and maintains its ONS classification.

-Ensures the nVCC project delivers all the outcomes, solutions and benefits as defined in th contract and the Full Business Case.

-Keeps the sponsoring body (WG) informed of progress, risks and issues and refers to them any decisions which are within or above their delegated authority.

Project Specific Accountabilities:

-Is accountable for the delivery of all the design elements included in the contract.

-Is accountable for the effective oversight of the nVCC construction. Highlighting formally any concerns raised by the Project Director and team.

-Is accountable for the delivery of the Trust’s commercial obligations as set out in the Project Agreement as to prevent any unnecessary compensation events.

-Is accountable for the oversight of key interdependencies including the Equipment interface and for putting in place mitigations.

-Holds Acorn to account for their delivery and contractual obligations.

-Is accountable for providing a building fit for occupation and use by clinical teams from across the service.

The Trust has undertaken engagement with other authorities to seek a better understanding of the requirement and availability of SRO's, and has identified the market is niche with limited individual able to deliver this role. The engagement has identified;

-The market for SROs with this experience is very specialist

-There are very few individuals with the required level of experience

-A high number individuals with this experience work as contractors providing a service to either the New Hospitals Programme; and/or the Trusts delivering the new hospitals project.

-There were a number of other potential roles of a similar nature likely to be available in England as the New Hospitals Programme commenced and the recruitment of a high calibre/suitably qualified and experienced individual may be a challenge.

The Trust has undertaken an open competitive recruitment process advertised Nationally, the process was conducted in December 2024 through to February 2025, the most suitable candidate was identified through this process, and the Trust wishes to enter into a contract for the SRO role to be delivered as a service.

Explanation:

Velindre University NHS Trust requires a Senior Responsible Officer (SRO) for the nVCC Project that has the necessary skills, knowledge, expierience and technical ability to undertake the role. The Trust has undertaken an open competitive recruitment process and has identified the most suitable candidate through this process that holds the necessary skills, knowledge, expierience and technical ability. The Trust wishes to enter into a Contract to deliver the SRO role as a service, and believes due to the niche and specialist nature of the role only this individual would be able to undertake the role.
